‘Proactive’ online investigation leads to arrest of Rochester man

Rochester, MN (KROC-AM News) – Rochester Police today reported the arrest of a Rochester man in what they call a “proactive undercover operation.”

In a statement, the agency said the investigation was directed against online offenders who attempted to entice minors into sexual acts. The man arrested was identified as 34-year-old Adam Frank Blackwell from Rochester.

According to police, Blackwell was arrested Tuesday afternoon at Silver Lake Park. Investigators say online chat messages indicated he allegedly planned to meet a minor at the park for sexual acts.

He had exchanged online messages with a police investigator posing as an underage woman.

Blackwell is currently being held at the Olmsted County Adult Detention Center on suspicion of sexual assault of a child through electronic communication and sexual conduct with a child through electronic communication.
