Man from Potsdam allegedly strangled a person in a domestic incident

POTSDAM – A Potsdam resident is accused of strangling a person during a domestic dispute in Potsdam on July 25.

Potsdam Police report that Gabriel P. Carter, 23, of Potsdam, was charged with second-degree harassment and criminal obstruction of breathing after receiving a 911 call about a domestic violence incident on Elm St. at 12:36 a.m. on July 25.

Carter was released on a summons and will appear again in Potsdam City Court on August 14.
