70-year-old man arrested after pepper spray incident at Starbucks on S. Mooney Blvd. | State

VISALIA, California — A 70-year-old man was arrested after allegedly spraying pepper spray at a Starbucks on South Mooney Boulevard, hitting nine people.

Visalia Police officers responded to the disturbance at 11:20 a.m. and identified seven employees and two customers as victims. The suspect, James Jackson, was arrested outside the store and taken to the Tulare County Adult Detention Center. He was arrested on charges of unauthorized use of tear gas or other chemical warfare agents, according to Visalia police.
