Maryland State Police have arrested five people in connection with an alleged kidnapping incident in Carroll County

Maryland State Police have arrested five people in connection with an alleged kidnapping and assault that occurred in Carroll County on May 21. The defendants are Dequan Tyheem Gaines, 27, Brian Scott Johnson, 30, Jordan Gabrielle Riley, 29, Marc Anthony Rivera, 21, and his sister Sylena Marie Rivera, 19 – all residents of Westminster.

Gaines, Riley and Marc Rivera are charged with kidnapping, second-degree assault, false imprisonment and extortion. Johnson and Sylena Rivera are charged with kidnapping, false imprisonment and extortion. All five suspects are currently being held without bail at the Carroll County Detention Center.

The two victims, a man and a woman, are adults. Their identities are not being released at this time.

On May 21, 2024, Westminster Barracks police officers launched an investigation after responding to a report of a kidnapping at a Westminster residence. The mother of one of the victims told police that her daughter and her daughter’s boyfriend had been held captive.

During the ongoing investigation into the incident, Maryland State Police made contact with the male victim, who was in a disabled vehicle in the parking lot of a Westminster restaurant, on May 21. He was interviewed at the scene by Maryland State Troopers and later treated at Carroll Hospital Center for injuries he reportedly sustained during the incident.

The next morning, at 8:00 a.m., police found an uninjured female victim in another Westminster parking lot.

The investigation is being directed by the Maryland State Police from the Westminster Barrack, with assistance from the Criminal Enforcement Division Western Region, the Maryland State Apprehension Team, the U.S. Marshals Service and the Carroll County Sheriff’s Office. The investigation is active and ongoing.
