The Ministry temporarily suspends the recognition of diplomas from faculties in Bosnia and Herzegovina that are the subject of an investigation.

The Ministry of Education, Science and Innovation, in order to protect the public interest of the Government of Montenegro, upon receipt of confirmation and relevant information, will temporarily suspend the recognition of higher education diplomas obtained at universities in Bosnia and Herzegovina that are covered by the investigations of the authorities there, until the completion of the proceedings.

This is one of the government’s conclusions adopted on the proposal of the ministry.

The government has instructed the Ministry of Justice, in cooperation with the Ministry of the Interior, to obtain information from the competent authorities in Bosnia and Herzegovina through international legal assistance and international police assistance on which universities are covered by the investigations of the competent public prosecutor’s office of Bosnia and Herzegovina and the SIPA and whether there are any Montenegrin citizens among the persons included in the investigations who have obtained diplomas illegally, the ministry said.

“The interdepartmental working group has information that the competent Prosecutor’s Office of Bosnia and Herzegovina and the State Agency for Investigation and Protection (SIPA) are conducting intensive investigations to uncover the illegal sale and issuance of educational documents at private higher education institutions in the area of ​​Banja Luka, Mostar and Brčko District. In addition, according to foreign media, at certain higher education institutions covered by the investigation, at least 49 diplomas were issued to persons who purchased diplomas illegally, in very small amounts or even without participating in the educational process. Most often, amounts of several thousand euros were paid for the purchase of illegal diplomas,” the Ministry of Education said.

At the suggestion of the Interdepartmental Working Group, the Government also adopted a conclusion requiring all ministries and local self-government bodies, as well as institutions and bodies established by the state, to collect data on employees and structure, as well as educational levels, within 30 days and submit them to the Interdepartmental Working Group.
