Norwood planning and zoning officer arrested for stalking and littering

A training session at Norwood City Hall on Monday evening resulted in the arrest of the city’s planning and zoning official.

Michael Sandy served as Planning and Zoning Director for Stanly County for nearly 20 years and served in the same capacity for several Stanly communities for many years, including Red Cross and Norwood.

Sandy was arrested without incident Monday evening before a training session for members of the City Planning and Zoning Board. The meeting had not yet begun and only took place after Sandy’s arrest.

According to the arrest warrant, Sandy was charged with stalking and throwing away garbage weighing 7 kilograms or less each.

According to the allegations in the arrest warrant, Sandy harassed Andrew Smith, a member of the Red Cross city council, by throwing garbage in his yard “more than 26 times in the past year.”

Sandy was released on $2,000 bail and has a court date of July 22.
