NORWALK – A city man is accused of sexually abusing a 16-year-old girl he knew, including touching and groping, according to the warrant for his arrest.

David Osler, 43, of Baxter Drive, was charged Tuesday with two counts of fourth-degree sexual assault. His original charges included more serious allegations of second-degree sexual assault and risk of injury to a minor. The girl was 16 years old at the time, so she was of legal age.

According to the arrest warrant, a family member of the teen called police on August 1, 2023 and reported that the girl had been sexually assaulted two days earlier in Norwalk.

In an interview with investigators, the teen said Osler would make her uncomfortable by saying things like, “You look so hot,” the warrant states.

Once, when the girl was at Osler’s home, she went for a walk and he followed her, she told investigators. He put his arm around her and grabbed her breast, she said, according to the warrant.

He later led her to his bedroom and “kind of pushed me onto the bed, stomach first,” she said, caressing her shoulders and buttocks, the warrant says. She told him to “stop,” but he continued and also touched her private parts, the warrant said.

Osler told U.S. Department of Children and Families investigators and a police officer that the teen had been near him during an outing with several others over the weekend and “kept hitting on me,” the warrant says.

Osler claims that in the incident in his bedroom, the 16-year-old was making a TikTok “hot mouth,” which he defined as someone kissing another person after eating something spicy, according to the warrant.

But when investigators asked whether the teen posted the TikTok challenge on social media, he said he had no idea, and a surveillance video clip of them talking about the spicy food in the kitchen did not show such an interaction , the arrest warrant says.

Osler also said that the teen “comes on me all the time” and that she “frequently tries to be provocative and speaks openly about her sex life,” the warrant states.

He also suggested that she dye her hair red during the trip because she knew he liked redheads, the warrant states.

More than once, Osler denied touching the teen’s private parts, but he did not clearly deny the other allegations, according to the arrest warrant.

When asked directly if he had touched her breast, he replied, “Yes, no,” according to the arrest warrant. Did he try to kiss her while sitting on the bench? “I don’t think I would try that,” he replied in the arrest warrant. When asked if he was sure, he responded exaggeratedly: “Yeah, I’m pretty sure!” the arrest warrant says.

When investigators viewed the video clip from the kitchen, they saw that Osler was the one who initiated contact by rubbing the teen’s neck and upper shoulder area, the warrant states.
