Cyclist was struck and identified in a hit-and-run accident

A bicyclist who died in a hit-and-run accident in Oxnard last week was identified Tuesday as 33-year-old Youssef A. Ayad of Oxnard, according to the Ventura County Medical Examiner’s Office.

According to Oxnard police, Ayad was struck by an SUV near Saviers and Pleasant Valley streets just after 6 p.m. Friday.

Police said he was traveling south on the northbound bike path at the time. As he approached the Speedway Express gas station on the northeast corner of the intersection, the unidentified driver exited the gas station and turned right onto Saviers, officials said.

Police say the driver of a 2002 Mercury Mountaineer fled after hitting Ayad.

Police officials said Tuesday the driver had not been arrested and the case remained under active investigation.

Authorities say man found dead on bike path

The Ventura County Coroner’s Office has identified the man whose body was found on a bike path in Ventura Sunday evening.

Steven C. Carr is 40 years old, the agency said Tuesday. It was described as temporary. The cause and manner of death are still unknown.

According to the California Highway Patrol, Carr was found in the bike path near southbound Highways 33 and 101 in Ventura. A friend initially contacted Ventura police and the CHP received the call shortly after 6 p.m

The death was not considered suspicious and Carr did not appear to have been hit by anything, authorities said. There is a homeless camp not far from where Carr was found, but CHP officers did not immediately know whether Carr had been there.

Ventura man charged in federal case

A Ventura man has been charged in a federal case involving alleged possession of ammunition by a felon, the FBI announced Monday.

Cody James Sutton, 30, was indicted by a federal grand jury in Los Angeles on April 30.

Sutton previously pleaded guilty in Ventura County Superior Court last June to a hit-and-run case that resulted in injury. In that case, Ventura police arrested him for an incident in June 2022, court records show.

During a probation search on March 21, Ventura police allegedly found Sutton with 25 rounds of ammunition, including cartridges in a loaded gun, the FBI said in a news release.

Ventura Police Chief Mike Brown said the March 21 search took place around Seaward Avenue and Pierpont Boulevard. One of the department’s detectives is part of a team that works with county probation officers and conducts post-release parole searches when they come across Sutton, Brown said. The detective arrested Sutton that afternoon and he was taken to the county jail.

The Ventura County District Attorney’s Office initially charged Sutton on March 25 with five felonies involving firearms and ammunition, said Joey Buttitta, spokesman for the prosecutor’s office. The case was dismissed by local prosecutors on Friday after federal charges were filed, Buttitta said in an email.

“The dismissal was approved by our office upon confirmation of the charges,” he wrote.

The U.S. district attorney’s indictment described the possession of the ammunition as “interfering with interstate and foreign commerce.” The connection to interstate commerce forms the basis for federal jurisdiction in this case, according to the charging document.

The ammunition was reportedly a Remington caliber 9mm Luger. Fifteen rounds were said to have been in a black handgun without a serial number, a so-called “ghost gun,” federal prosecutors allege. The other cartridges were in a box of ammunition found during the probation search.

The FBI press release describes Sutton as being connected to the Hells Angels motorcycle gang, although the alleged connection is not mentioned in the federal indictment.

Laura Eimiller, an FBI spokeswoman, said Sutton is believed to be a member of the group “based on our investigation.”

Sutton appeared in U.S. District Court in Los Angeles on Friday. Authorities said he was released on $15,000 bail and sentenced to house arrest. A preliminary hearing was scheduled for June 14th, the possible hearing date is June 25th. If convicted, he faces a maximum sentence of 15 years in federal prison.
