CT man allegedly shot woman in the eye during domestic incident

A man allegedly shot a woman in the eye, putting her in critical condition, during a domestic violence incident in Hartford over the weekend. He instructed his teenage daughter to call 911 and report the incident as an accident, according to the arrest warrant affidavit.

Chuncy Webb, 37, of Hartford was tracked down by police Sunday evening and arrested on charges of first-degree assault, illegal possession of a firearm and negligent storage of a firearm, according to Hartford police.

Police said the charges stem from a domestic violence incident reported at an address in Charter Oak Place just before 2 a.m. Sunday. Police responded to the address after a 17-year-old girl called 911 to report that a woman had been shot in the head, the arrest warrant affidavit states.

Officers who received the call found the teen in the hallway outside the apartment where the victim, a woman in her 20s, was shot, the arrest warrant affidavit states. She led police inside, where they found the victim in a bedroom suffering from a gunshot wound to the eye and screaming for help, the arrest warrant affidavit states.

Unable to open her eyes, the woman told police, “He hit me and beat me and shot me,” the affidavit states. When asked who it was, the victim identified her attacker as Webb, police wrote.

The victim was taken to an area hospital, where doctors determined she had been shot in the left eye and there was no exit wound, the arrest warrant affidavit states. She underwent surgery to relieve pressure and fluid from her cranial cavity, police wrote in the arrest warrant affidavit.

According to police, the victim remained in critical condition on Monday.

According to the arrest warrant affidavit, officers found a trail of blood throughout the apartment.

When investigators questioned the teen who called police, she told authorities she arrived at her father’s apartment around 11:30 p.m. Saturday and claimed she found a black handgun on one of the beds, the arrest warrant affidavit states. She said she spoke with the victim, who she had known for about six months, and the woman told her she no longer felt comfortable in the apartment because Webb was allegedly doing things “he shouldn’t be doing,” the arrest warrant affidavit states. The woman also said she had argued with Webb earlier in the day.

The teen said Webb came home around 12:30 a.m. and shortly afterward allegedly got into an argument with the victim over the apartment key, money he owed her and the fact that he had broken her phone three times, the arrest warrant affidavit states.

As the teenager was getting ready for bed, she told investigators she suddenly heard a gunshot, according to the arrest warrant affidavit. When she looked, she saw the victim fall to the ground.

The teen said she also saw her father standing there with a gun, the arrest warrant affidavit states. He dragged the woman to the shower in the apartment and told the teen to call 911 and told her to report the incident as an accident before he left, the arrest warrant affidavit states.

Hartford police noted that Webb is currently on probation and that he is listed as an “aggravated weapons offender,” according to the arrest warrant affidavit.

According to Connecticut Department of Corrections records, Webb’s previous convictions span from 2016 to 2022 and include charges of illegal possession of a weapon in a motor vehicle, obstructing police, disorderly conduct, violating conditions of release, violating a restraining order and third-degree assault.

Webb is being held on $500,000 bail pending charges in the shooting. He is scheduled to appear in Hartford Superior Court on Aug. 6.
