On June 3 at 11:50 a.m., officers responded to a disturbance at the Dollar General on Essington Road.

Officers found that Surges approached another man, a Dollar General customer, in the store’s parking lot and began yelling at him about drugs.

It is believed that Surges then approached the victim aggressively, as if he wanted to fight him. The victim then sprayed Surges with pepper spray. Surges was on the scene and taken into custody without incident.
