Odisha state government suspends senior IPS officer for ‘abuse of power’

The Odisha state government on Tuesday suspended senior IPS officer Pandit Rajesh Uttamrao for alleged abuse of office, an official statement said.

Uttamrao, a 2007 batch IPS officer, served as DIG in the Fire and Home Guard Services in Odisha.

“A complaint has been received alleging that Pandit has insulted the dignity of his office by abusing his power last Saturday evening (July 27),” the statement from the Chief Minister’s office said.

It was alleged that Pandit misbehaved with a woman police inspector and her husband on July 27. Bhubaneswar Police Commissioner Prateek Singh said that police action would be taken if a complaint was received about the alleged incident.

After returning from his four-day visit to New Delhi on Monday evening, Prime Minister Mohan Charan Majhi took immediate action, the Prime Minister’s statement said.

Majhi asked the department concerned to “immediately suspend the erring senior police officer and take appropriate action against him.”

“On his orders, the IPS officer was suspended,” the statement added.

The Odisha state home department has issued a notice suspending the senior IPS officer, saying that the Odisha Director General of Police had filed a confidential report against Pandit on the incident that took place on July 27 in the jurisdiction of Capital Police Station.

Disciplinary proceedings will be initiated against Pandit for serious misconduct as a member of the Indian Police Service (IPS), it said.

“Therefore, the Government of the State of Odisha, under the powers conferred on it under sub-rule (1) of rule 3 of the All India Services (Discipline and Appeal) Rules, 1969, suspends the said Pandit Rajesh Uttamrao, IPS, with immediate effect,” the notification said.

During the period of suspension, Pandit will be based at the State Police Headquarters at Cuttack, Odisha and will not be allowed to leave the said Headquarters without the permission of the DGP.

During the period of suspension, he was permitted to receive maintenance allowances from time to time in accordance with the rules.

However, such an allowance shall be paid to him only if he produces a certificate stating that he is not engaged in any other employment, business, profession or activity required by the said provisions.
