CT man faces additional charges for allegedly sexually assaulting boy

A Middletown man who was arrested in April and charged with sexually abusing a teenager was charged Tuesday with additional sex crimes against the same victim.

According to the Connecticut State Police, 60-year-old Scott Predom is now accused of endangering minors, unlawful sexual contact with a minor under the age of 16, and second- and third-degree sexual assault.

He has been in custody since his April arrest and was arraigned on the latest offenses in Rockville Superior Court on Tuesday, where he appeared in court later that day, court records show. A judge set bail on the new charges at $750,000 and adjourned the case until Aug. 16.

Predom, who did not confess during the hearing, is being held on a total of $1.5 million bail while his two cases are pending.

According to the arrest warrant affidavit in the latest charges, Enfield Police Department authorities began investigating allegations of sexual abuse of a 14-year-old boy in February. The allegations came to light after a family member of the boy discovered him exchanging inappropriate text messages with someone, the arrest warrant affidavit states.

During the investigation, police determined that the sexual assault allegations occurred sometime between the summer of 2022 and 2023 and occurred more than 20 times in Willington, East Hampton and Enfield, according to the arrest warrant affidavit. Authorities believe the Willington incidents occurred in 2023 because the victim said she was 13 years old when they happened.

On April 21, Predom was arrested by Enfield police on numerous charges, including unlawful sexual contact, computer enticing of a minor, fourth-degree sexual assault and endangering minors.

Eastern District Major Crime Squad detectives continued to investigate to charge Predom in connection with alleged incidents in Willington. During a forensic interview with the victim in March, the boy claimed he had been sexually abused over the course of several years, the arrest warrant affidavit states. The victim described an incident in Willington over the summer when Predom allegedly picked him up in his truck and drove him up the road to a nearby cemetery, according to the arrest warrant affidavit.

The boy told investigators Predom sexually assaulted him in the passenger side of the truck for several minutes until the teen received a text message from a family member telling him to come home, the arrest warrant affidavit states. During questioning, the victim claimed he was sexually assaulted about nine times in Willington, the arrest warrant affidavit states.

Investigators questioned Predom in Hartford Superior Court on April 22, and he allegedly admitted to having sexual contact with the boy, the arrest warrant affidavit states. He allegedly insisted that each incident lasted only a few minutes and that the boy was the one who initiated the sexual encounters, the arrest warrant affidavit states.

“He offered me all of this (redacted),” Predom told authorities, according to the affidavit. “I didn’t offer him anything. He’s the one who came to me and (redacted), not me.”

According to the affidavit, Predom also told investigators that he only picked up the teenager three or four times during the summer when the assaults occurred.

According to the arrest warrant affidavit, investigators said Predom abruptly ended the questioning when authorities explained that his story had some inconsistencies.

The arrest warrant affidavit related to the Willington allegations was signed by a judge on June 28.

Predom is scheduled to appear in Hartford Superior Court on July 31 to face the charges against Enfield.
