State Parole Board revokes early parole for Cody Klemp, convicted Moreno Valley rapist

MORENO VALLEY, Calif. (KABC) – The state parole board on Wednesday overturned an earlier decision recommending parole for a 68-year-old Moreno Valley rapist who was sentenced to 170 years in prison in 1994.

The decision means that Cody Woodsen Klemp will remain in custody for now and will be remanded to the board for a future parole hearing.

Klemp was convicted of raping his 14-year-old niece.

His victim fought for this decision and now faces a new group of probation officers to tell of his experiences.

“It’s like slicing myself up and down and pouring bleach all over me. And you have to show people how much you suffered in the process,” she said.

In March, Gov. Gavin Newsom ordered the state parole board to reconsider Klemp’s release under the senior citizen parole program. Klemp was eligible because he is over 50 and has served more than 20 years of his 170-year sentence.

Riverside County Assistant District Attorney Kamaria Henry was part of the legal team that sided with the victim and lobbied the governor to reconsider Klemp’s parole.

“Because of the arguments we put forward and the powerful testimony of the victim and her husband, they listened to us,” she said.

“So, in 120 days, (Clamp) There will be another hearing, so we will have to do it all again,” the victim said.

Henry said they plan to present new information and argue over an extended period of time between hearings.

The fight for Klemp’s continued existence is not over yet, but the decision is a victory that gives strength to the victim.

“I thank my Lord and Savior because this could be done.”
