Death in custody following arrest by Connecticut police during investigation by the Inspector General

The death of a Milford man who was taken into local police custody is under investigation.

MILFORD, Connecticut – The Office of the Inspector General is investigating the death of a Milford man that occurred after local police arrested him in a grocery store parking lot this week.

Shortly after 10:30 a.m. Wednesday, Milford police officers were called to the Big Y at 150 Boston Post Road for a report of a shoplifting incident.

Police saw 52-year-old Michael Brown leaving the store. According to IG, Brown was wanted on eight outstanding warrants for shoplifting.

Police ordered Brown to stop and followed him to his car, the IG said.

When Brown did not stop and get into the car, officers “physically abducted” him and placed him in handcuffs. Afterward, Brown complained of “shortness of breath and pain in his legs,” according to the IG.

A clip from police bodycam video provided by the IG shows the struggle between Brown and the officers, with the car’s horn blaring and a dog barking in the passenger seat.

“My leg is broken!” Brown can be heard repeatedly telling the police in the bodycam video.

Milford firefighters provided medical aid, officials said. Brown stopped breathing while being transported to a nearby hospital, and he was pronounced dead there, the IG said.

The chief medical examiner’s office has not yet determined the cause and manner of death, but an autopsy was performed on Thursday, the inspector general said.

The investigation into this death in custody is ongoing.
