Registered sex offender arrested in forced sodomy case

In late June, a Price City police officer was called to a possible sexual assault case. Upon making contact with the victim, the officer was informed of an incident that reportedly occurred on June 15 while the victim was at his sister’s house after a night at the bar.

The suspect, 32-year-old Ricky James Jenkins, allegedly sat next to the victim and made her uncomfortable. She stated that she asked him to move but does not remember anything that happened afterward. The victim stated that she and Jenkins were both intoxicated at the time of the incident.

The report goes on to say that the victim later woke up and Jenkins allegedly whispered in her ear, “I’m sorry I did that to you.” The victim then noticed her underwear was missing and found it on the side of the couch. She reported this to her sister, who allegedly heard Jenkins asking the victim to kiss him but thought nothing of it since Jenkins and the victim had previously been in a relationship.

Prior to this incident, the victim had informed the officer that another incident had occurred involving her 13-year-old daughter. In that incident, Jenkins was again drunk at the sister’s house and urinated on the floor in the living room near the sleeping daughter’s head.

The juvenile then informed the victim’s sister that Jenkins had laid down next to the juvenile to sleep and she wanted him out of bed. With this information, the PCPD officer spoke with the sister, who reportedly seemed hesitant to give information. The sister stated that she knew about the urination incident and later confirmed the incident with the victim.

The nurse and Jenkins work at the same location, and the nurse stated that a co-worker told her that Jenkins allegedly admitted in a conversation to verbally sexually abusing the victim.

The officer then made contact with Jenkins, who waived his Miranda rights and agreed to speak. The officer reported that Jenkins admitted to knowing about the incident with the victim as well as the incident with the juvenile, although he denied any involvement and stated he was with the sister at the alleged time of the incident.

Jenkins was arrested for forcible sodomy and lewdness with a child. Jenkins is a registered sex offender in the state of Utah and was previously convicted of rape of a child.

Jenkins made his first appearance on July 3, where a plea-waiver hearing was scheduled for Monday, August 12.
