Arrest affidavits unsealed in criminal investigation against YDC

HAPPENED AT YDC. THE YDC INVESTIGATION FOUND PHYSICAL AND SEXUAL ABUSE, CHILD ENDANGER DURING THE PERIOD OF 1990 TO 2000. THE AFFIRMS CONTAIN DETAILS OF STAFF ALLEGEDLY WORKING TO PHYSICALLY AND SEXUALLY HARM THE INDIVIDUALS AT YDC AND THEN DENIES THE ALLEGATIONS. WHEN ASKED BY TASK FORCE EMPLOYEE TOM SEARLES, HE TOLD THE TASK FORCE WE ARE SUPPOSED TO BE ROLE MODELS AND I CAN’T BELIEVE ANYONE WOULD HAVE SEXUALLY ABUSED ANY OF THE CHILDREN. SEARLES WAS EVENTUALLY ARRESTED AND CHARGED WITH ADMINISTRATION. SEVERAL OF THE PEOPLE INTERVIEWED BY THE TASK FORCE WERE INTERVIEWED BY RUSS RILEY, WHO WON THE CIVIL SUIT AGAINST THE STATE FOR DAVID MEEHAN. ONE ALLEGED VICTIM WAS ADMITTED TO THE IDC AT AGE 14 AND DESCRIBED BEING ADMINISTERED BY ONE MAN WHILE TWO OTHERS HOLDING HIM. THIS INTERVIEW RESULTED IN AN ARREST WARRANT FOR BRADLEY ASBURY ON CHARGES OF ASSISTANCE TO AGGRESSIVE SEXUAL ASSAULT. ANOTHER PERSON WHO TALKED TO THE TASK FORCE WAS A GIRL WHO WAS 14 OR 15 YEARS OLD AND WAS ENTERED THE IDC. SHE DESCRIBED BEING FORCED TO PERFORM ORAL SEX ON ONE OF THE STAFF AND ALSO REMEMBERED BEING ADMINISTRATED. AS A RESULT OF THEIR CONVERSATIONS, JEFFREY BUSKEY WAS CHARGED WITH AGGRESSIVE SEXUAL COERCION. DAVID MEEHAN, WHO THE JURY FOUND TO HAVE BEEN MISTREATMENT WHILE IN STATE CAPITALITY, ALSO TALKED TO THE TASK FORCE AND DESCRIBED MANY OF THE EVENTS HE RELATED IN THE CIVIL TRIAL. THE AFFIDATICS ALSO CONTAIN INFORMATION THAT LEAD TO CHARGES AGAINST THREE OTHER PEOPLE. BOTH THE PROSECUTORS AND THE DEFENSE OPPOSED THEIR RELEASE. THE PROSECUTORS WERE CONCERNED ABOUT COMPROMISING THEIR CASE. The defense was afraid that their clients would be tried in the court of public opinion, but the judge ruled that there was no compelling reason to keep these documents.
