Stepfather released on bail after sexually abusing 13-year-old girl, kidnaps and murders same girl | Law Enforcement Today

ACTON, MA – In Massachusetts, a man who was charged in 2021 with sexually abusing his 13-year-old stepdaughter and released on $30,000 bail allegedly kidnapped her after school on Thursday. Before police could locate the man via his GPS ankle bracelet and intervene, he shot the girl, now 16, and then turned the gun on himself. He was due to stand trial in two months.

According to a press release from the Middlesex County District Attorney’s Office, the apparent murder-suicide was confirmed by Middlesex County District Attorney Marian Ryan and Acton Police Chief James Cogan.

The timeline shows that around 4 p.m. on Thursday, Acton police received a 911 call from the victim’s mother reporting her daughter’s abduction by her stepfather. Police then contacted 49-year-old Juliano Santana’s parole officer, who was able to provide his location using the GPS monitoring device. According to CBS News Boston, police located Santana’s vehicle in a parking lot outside the victim’s home and found both the abductor and the victim dead.

The prosecutor provided background information and summarized the case against Santana by saying, “On September 7, 2021, the victim reported that Santana had sexually assaulted her on multiple occasions. Santana was arrested the same day and charged with six counts of aggravated rape of a child.”

Instead of remanding Santana in custody, Malden District Court released him on $30,000 bail “on the condition that he be placed on a GPS monitoring device, that he stay away from and have no contact with the victim, and that he have no unsupervised contact with anyone under the age of 18. The victim also had a restraining order against the suspect.”

All measures taken by the court ultimately proved ineffective in protecting the victim.

A police report obtained by the Boston Globe suggests authorities were aware of the risk that Santana might try to escape law enforcement. As the newspaper reported, the victim’s mother told police she was “concerned that Juliano might find out that the police are now involved in this situation and that he would try to flee the area and possibly return to Brazil, where he is from.”

The report also revealed that the girl claimed that Santana sneaked into her room every night from October 2019 to August 15, 2021 and sexually abused her.

The commentary X-account Libs of Tiktok, run by Chaya Raichik, wrote: “Juliano Santana was arrested for the rape of his stepdaughter back in 2021, but was released by a Democratic district attorney on the condition that he stay away from his stepdaughter and anyone under the age of 18. He failed to do so and now an innocent 16-year-old is being raped. The Democrats’ lenient policies toward crime are damaging American lives.”

David Bedrosian, president of the homeowners association of the complex where the victim lived and was murdered, angrily told the Globe: “He’s been out on bail with an ankle bracelet for three damn years. And how did he get a gun? There’s something wrong with the justice system.”
