Rocsean Spencer to lead city’s Office of Contract Compliance

Rocsean Spencer has been selected to lead the city of Atlanta’s Office of Contract Compliance (OCC), according to Atlanta Mayor Andre Dickens. In an interview with The Atlanta Voice Monday afternoon, Dickens told the Voice that Spencer was selected after a national search.

“She has the experience, her entire career has been dedicated to diversity and equity,” Dickens said. Dickens added that Spencer, a wife and mother of three adult children, has worked to ensure that small businesses have a good chance of winning city contracts. Most recently, she served as the first chief diversity officer and director of the small and emerging business program at the Ernest N. Morial Convention Center in New Orleans.

Spencer holds degrees from Historically Black College and University (HBCU), Morgan State University, and Southern University in New Orleans.

The OCC, which was launched under the pioneering administration of Maynard Jackson, is designed to help small businesses owned by Black people and women secure official contracts with the city.

“It’s a special office that’s dedicated to providing contract opportunities across city departments,” Dickens said of the OCC, which he considers one of the largest. Of Spencer, he added: “She’s going to do a great job.”

Some of the services that will be available for OCC-related contracts are the city’s aviation, watershed and general fund departments.
