Bail denied for teacher accused of sexually abusing a student

A Baltimore County judge on Monday denied a teacher bail and released him to house arrest on charges of sexually abusing a student. Carlos Arroyo, 38, is a teacher and football coach at Randallstown High School and is accused of sexually abusing a student. The judge did not allow him to return to his Randallstown home, where his two children live with their mother. Instead, Arroyo must stay with a relative in Essex. WBAL-TV 11 News has learned Arroyo underwent a psychiatric evaluation after an emergency motion was filed. Baltimore County Public Schools told 11 News the district hired Arroyo about two years ago. He began working in Randallstown in August 2022, teaching social studies and coaching the boys’ soccer team. According to a court indictment obtained by 11 News, Baltimore County Police detectives received notes found in a trash can in Arroyo’s classroom. One note, believed to be from the victim, read, “Don’t you think this is too much of a risk?” Investigators believe Arroyo responded, “This is 100% a risk. We can stop at any time.” Court records indicate Arroyo gave the victim a ride to the Owings Mills Metro station, where an alleged incident occurred in his car, and that the victim had relied on him at school to deal with personal and relationship issues. Carroll County Sheriff’s officials also became involved in the investigation. They contacted Baltimore County Detectives and told them, “Carlos Arroyo was tracked down by his wife with a loaded firearm and a suicide note. Carlos Arroyo was dispatched for an emergency physical at this time.” Arroyo’s letter states, “Although this entire (expletive) matter is chaotic and messed up, I did not do the things they are accusing me of doing. I am sorry for causing so much pain and hurting people.” Michael Jones, principal of Randallstown High School, wrote a letter to parents and staff about Arroyo’s arrest, saying in part, “BCPS is fully cooperating with law enforcement in this matter and Mr. Arroyo has been placed on leave with no further access to the school or football team. These allegations are deeply disturbing. We hold our employees to high standards and this behavior is completely unacceptable.” Arroyo’s next court date is scheduled for July 19. The school is offering counseling services to staff and students.

The Carroll County Sheriff’s Department also became involved in the investigation. They contacted Baltimore County detectives and informed them: “Carlos Arroyo was located by his wife with a loaded firearm and a suicide note. Carlos Arroyo was dispatched for an emergency physical at this time.”

Part of Arroyo’s message read: “Although this whole (expletive) matter is messed up and chaotic, I did not do the things they accuse me of. I am sorry for causing so much pain and hurting people.”

Michael Jones, principal of Randallstown High School, sent a letter to parents and staff about Arroyo’s arrest. In it, he wrote, among other things:

“BCPS is cooperating fully with law enforcement in this matter and Mr. Arroyo has been placed on leave from school or the football team. These allegations are deeply disturbing. We hold our employees to high standards of character and this behavior is completely unacceptable.”

Arroyo’s next court date is scheduled for July 19.
