New Castle police search for suspect in fatal April shooting

New Castle, Lawrence County police are asking for information on a suspect they believe is armed and dangerous. Andrew Howard, 30, of Youngstown, Ohio, has been charged with manslaughter, conspiracy to commit manslaughter and illegal possession of a firearm, according to court documents. Police said Howard killed Omar Hakim on April 21. According to our partners at the Trib, New Castle police said at the time that Hakim was found dead in the driver’s seat of a vehicle with six bullet holes in the driver’s seat window. Police said Howard is considered armed and dangerous. Anyone with information on his whereabouts is asked to call the county dispatch center at 724-656-9200 or 911. Tips can also be submitted through the New Castle police online tip line.
