KBI investigates fatal police-involved shooting in southwest Kansas

The Kansas Bureau of Investigation is investigating a fatal police officer-involved shooting that occurred Sunday morning in Haskell County in southwest Kansas.

According to the KBI, a Haskell County police officer conducted a traffic stop at the intersection of Highway 83 and Highway 56 at about 1:45 a.m. The vehicle sped away and a chase ensued that ended at Highway 144 when the driver attempted to make a U-turn and struck the officer’s patrol car. Two officers then ordered the driver to get out of the vehicle, but he pulled out a gun and both officers fired.

The driver, identified as 37-year-old Richard Castillo of Ulysses, was pronounced dead at the scene.

The two officers have been placed on paid administrative leave while the KBI investigates the shooting and the Kansas Highway Patrol investigates the accident that occurred during the chase. The results will be turned over to the Haskell County District Attorney’s Office.
