“There are already multiple victims he has committed violence against,” said U.S. Marshal Michael Black of the Southern District of Ohio. “Our goal is to make sure he doesn’t have the opportunity to do it again.”

The charges include two counts of rape of a child under 13 and four counts of gross sexual assault.

The allegations date back to November 2024, when the victims were questioned by medical-forensic specialists.

“I’m horrified,” Black said. “I think about the families affected, the children affected, and always the potential for more victims this guy could rape.”

Fenelon’s address is on file with the Franklin County Municipal Court and is in the 4600 block of Tamarack Boulevard in Columbus.

Anyone with details on Fenelon’s whereabouts is asked to contact the U.S. Marshals Service Tip Line at (614) 469-5540 or visit usmarshals.gov. You can also call Crime Stoppers at (614) 461-8477.
