PC jailed for sexual assault on ‘sleeping’ woman

Steven Tissier filmed five videos of himself sexually abusing his victim and later sent them to a friend (Essex Police).

A police officer who filmed himself sexually assaulting a sleeping woman has been sentenced to four years in prison.

Steven Tissier, 37, groped the victim’s breast under her top after returning from a night out in Chelmsford on March 10, 2022.

The victim pretended to sleep while the Essex police officer also touched her bottom, leg and thigh.

Tissier was found guilty of two counts of sexual assault at Chelmsford Crown Court.

The attack occurred after Tissier, who was off duty, and the victim returned to Chelmsford after spending a night in London with other people.

The woman told the court she woke up when Tissier first touched her but pretended to be asleep because she was scared and hoped he would stop.

She reported the incident to a friend the next day and then to the police.

Five videos were found on Tissier’s phone that showed him attacking the woman, an investigation found.

He then sent it to a friend a few hours after she went home.

‘Disgusted’

Tissier resigned from Essex Police while he was under investigation. It later emerged that he had committed gross misconduct.

Chief Constable Ben-Julian Harrington said he was “disgusted” by the defendant’s actions.

He said the victim had shown “courage” in coming forward.

“No one should have to experience what she went through and she demonstrated great integrity and dignity throughout the investigation and trial,” he added.

Tissier will be placed on the sex offenders register for life and has been permanently banned from police work.
