Bay City releases information on investigation into former event coordinator

The city of Bay City comments on an investigation into a former employee.

Mike Bacigalupo’s time as the city’s special events coordinator ended on Nov. 1 of last year. According to a city statement, the State Theater, of which Bacigalupo was executive director, approached the city in 2019 about improvements to Wenonah Park. Later, the Michigan Economic Development Corporation (MEDC) announced a possible $900,000 grant for the project, but the funds were never disbursed, the statement said. When city staff contacted MEDC, it was reportedly discovered that the name of the grant recipient had been changed from the city of Bay City to the State Theater.

The ensuing investigation led to Bacigalupo’s termination from the city, and in the weeks that followed he was fired from positions at other organizations, including the State Theater.

The case is still being investigated by the city’s Department of Public Safety and the FBI.
