Olmsted Falls Town Clerk Under Investigation for Inappropriate Conduct

OLMSTED FALLS, Ohio – Council Clerk, Legal Administrative Assistant and Court Clerk Angela Mancini is currently under investigation for inappropriate conduct.

An initial incident on May 2 involving Mancini and Deputy Finance Director Janice Baumann triggered the investigation.

Other city employees subsequently expressed concerns about the clerk’s behavior.

Numerous messages left for Mancini by cleveland.com were not answered.

“I cannot comment on individual personnel matters,” said Mayor James Graven.

“In general, Olmsted Falls strives to provide a professional work environment for all of our employees.”

For $5,700, Olmsted Falls commissioned HR On Call Inc. to conduct a thorough evaluation, which resulted in an investigative report dated May 25.

After interviewing Mancini, Baumann, Executive Assistant to the Mayor Macey Strause, Assistant to the Police Chief Jennifer Hochevar and Community Police Officer Joe Bunjak, the consultant submitted a seven-page report.

The report concluded that the May 2 interaction involved inappropriate conduct by the Council Secretary toward the Deputy Finance Director.

It further stated that Mancini had used “aggressive and unacceptable language with and towards colleagues, including multiple swear words”.

The report said Mancini deliberately limited her contact with her colleagues, including moving to a different office, frequently keeping her office door closed, being openly reticent to provide cross-functional training to her colleagues, being curt when colleagues contacted her about business matters, and limiting communication essentially to email.

The report also states: “These uncooperative self-restrictions appear to have the effect of unnecessarily disrupting the efficient flow of business in the city.”

Recommendations were also listed, including clarifying job responsibilities, coaching for Mancini and better communication at City Hall.

A timeframe – including the completion of the investigation – was not disclosed.

However, last week a pre-disciplinary conference took place that was originally planned for early June.
