Three people arrested during execution of search warrant in Montgomery County

THE WOODLANDS, Texas (KBTX) – On Thursday, Montgomery County detectives arrested one person in connection with a child pornography investigation and two others were arrested after detectives executed a search warrant on the home.

Robert Walker, Frances Walker and Leigh Baker were arrested after Montgomery County detectives executed a search warrant on the Walkers’ New Caney home.

The warrant was executed through a multi-district collaboration between the Montgomery County Police Department, the Montgomery County District Attorney’s Office and the Houston Metro Internet Crimes Against Children Taskforce. Press Secretary Lt. Ken Washington said multi-agency collaboration allows them to successfully investigate crimes like this.

“The robbers have always existed. It is just a question of the means and tools that the authorities have to track them down,” he said.

According to police, Robert Walker was the subject of a “proactive investigation” in connection with child pornography.

“Either they’re promoting child pornography or trying to distribute it or share it or whatever it may be. Our investigators are starting to investigate that to find out what the nature of it is,” Washington said.

When investigators entered the house, they found another crime scene. They discovered a toddler and nine animals in what they called an “uninhabitable” house.

“The ground was saturated with a lot of feces and urine, which severely affected people’s ability to breathe,” Washington added.

The Woodlands Fire Department’s Hazmat team, Child Protective Services and Montgomery County Animal Control were subsequently called to the scene. The baby and the animals were rescued. Washington said it is not yet known if the baby was the victim of an accident.

“Identifying the children in these images also means identifying possible other victims. We are currently trying to find out who these victims are,” he said.

Robert Walker was ultimately charged with five counts of promoting/distributing child pornography, endangering a child, and cruelty to animals.

Frances Walker and Leigh Baker were also charged with cruelty to animals and endangering a child.

“We want to go out there and protect the children at all costs to make sure they are safe and secure,” Washington said.

Police records show that Frances Walker and Leigh Baker were released from jail on bail. Robert Walker remains in custody at the Montgomery County Jail on $170,500 bail.
