Big Reveal: Shaffer Village Plans

Last week, the Buffalo Municipal Housing Authority Board of Commissioners approved a series of actions leading to the redevelopment of the 71-year-old Shaffer Village complex in Black Rock. The next step in the multi-year project: a review by the planning board on Monday.

The first phase of work, worth $40 million, will include the demolition of 108 existing apartments and the construction of approximately 83 affordable housing units, as well as the reconfiguration of streets on the Authority’s property at 423 Rue Ontario.

“The BMHA, Bridges Development and the Shaffer Village development team have held several meetings with Shaffer residents, most recently last month, to get feedback on plans to transform Shaffer Village. The new Shaffer will offer modern, larger family apartments in a less dense setting that fits much better into the neighborhood,” said Gillian D. Brown, BMHA Executive Director.

The Buffalo Equitable Housing Collaborative, which includes BMHA, Bridges Development, JHM Group, The Richman Group and Penman Development Partners, is working with HHL Architects and Wendel to implement the project.

Demolition for Phase I of the redevelopment is expected to begin in late 2025. The two-phase project will ultimately create 212 units of new affordable housing and related improvements.
