Silver Alert for 25-year-old Phoenix man who cannot speak

PHOENIX – A Silver Alert was issued Sunday for a 25-year-old man in west Phoenix, the Arizona Department of Public Safety said.

Vincente Russell was last seen early Sunday morning near 35th Avenue and Van Buren Street. He was wearing a light blue shirt, blue shorts and no shoes.

He is 5 feet 7 inches tall, weighs about 120 pounds, and has brown eyes and brown hair. He has a developmental disability that can make him appear confused or disoriented, authorities said.

According to authorities, Russell cannot speak but responds to his name.
