The tenants, Megan Bancroft, 18, and Justice Forsythe, 21, arrived shortly afterward, police said. Bancroft is the mother of both children and Forsythe is the baby’s father, police said.

Bancroft and Forsythe were arrested and charged with second-degree assault and endangering the welfare of a child. Bancroft was also charged with possession of a prescription drug, authorities said.

According to police, the apartment was in disarray and various household items, including tools, were scattered throughout, posing a risk of injury to the children. Clothes were piled up and numerous household liquids, including cleaning products and refrigeration oils, were on the floor. In addition, a heat lamp was on with a cord hanging from the side, police said.
