baby tests positive for fentanyl; Grandmother arrested in Tigard

TIGARD, Ore. – A woman is facing multiple charges, including child neglect, after her 10-month-old granddaughter tested positive for fentanyl, according to Tigard police.

On Friday at 10:35 p.m., an officer patrolling the Tigard Plaza shopping center saw an unregistered Jeep parked with the engine running. The driver appeared to be “unconscious behind the wheel and drug paraphernalia was clearly visible,” Tigard police said. An officer also saw a baby in the back seat.

The officer woke up the driver, identified as 53-year-old Julia Papstlo, and arrested her. Police learned that Papstlo was the baby’s grandmother. Police found a “powdery substance” in the Jeep that was confirmed to be fentanyl, Tigard police said.

Officers contacted the baby’s mother, who was at a nearby store with her four-year-old child. She told officers she had been gone for about half an hour.

The 10-month-old baby was taken to hospital amid concerns he may have been exposed to drugs. According to Tigard police, the baby tested positive for fentanyl and was treated at the hospital.

Apostello was taken to the Washington County Jail. She is accused of several charges, including child neglect and endangering the welfare of a minor.
