New York State Police make arrests in connection with ongoing human trafficking investigation in Baldwinsville.

On July 26, 2024, the state police arrested Liyan Liu59 years of age, of Flushing, NY, on one count of Prostitution (Class “B” Misdemeanor) and one count of Unlicensed Practice of a Profession under Section 6512 of the New York Education Law (Class “E” Felony) and Shuqin Zhou61 years old, of China, on one count of unauthorized practice of a profession under Section 6512 of the New York Education Law (Class E Felony)

The arrests are related to a human trafficking investigation after several concerned citizens reported suspicious activity to police at XiangLi Wellness Spa, 2265 Downer Street Road Building 300, Baldwinsville, NY 13027.

A preliminary investigation revealed that the above-named individuals lived at this business location and offered sexual acts to customers in exchange for payment. A search warrant was issued for the business, and police seized business books, price lists, condoms, business records and digital devices.

This investigation was led by the New York State Police Community Stabilization Unit and conducted in cooperation with the Onondaga County District Attorney’s Office Special Victims Bureau, Onondaga County Sheriff’s Office, and City of Van Buren Codes Enforcement.

The New York State Police Community Stabilization Unit is a state police unit that deals with drug and firearms trafficking as well as human trafficking.
