Outside sources advise Phoenix police regarding Justice Department investigation

PHOENIX – Two weeks after the Department of Justice (DOJ) released its report on the Phoenix Police Department, ABC15 is talking to people who have firsthand experience dealing with settlement agreements.

Pat Davis, a former Albuquerque City Council member, said his city has done better since the settlement was signed. He said it took 10 years, but there are fewer use-of-force cases and fewer lawsuits accusing officers of violating citizens’ rights.

Meanwhile, Bob Scales, a former Seattle city attorney, has begun supporting law enforcement agencies under investigation by the federal government, telling ABC15 the city should conduct its own investigation and resist if the Justice Department’s findings don’t match up.
