Person killed in connection with July 4th knife attack

RICHMOND – A man suspected of stabbing a woman to death on July 4 has been found dead in Mexico, while another man wanted in connection with the shooting of a man near Richmond Parkway was arrested in Nebraska, authorities said.

Edirlei Tofolio was one of the people suspected in the July 4 stabbing murder of 48-year-old Elindenia Silva of El Sobrante. Richmond police spokesman Lt. Donald Patchin said he was found dead in Mexico on July 9.

He had no further details about Tofolio’s death.

Police arrested Arcenio Marquez late last month after the June 23 shooting death of Elizander Narvaez-Fernandez, 26, of Richmond, Patchin said. Nebraska State Police arrested him after discovering a license plate reader on his vehicle, he said.

Authorities had issued a warrant for his arrest, charging him with murder and assault with a semiautomatic weapon, authorities said. He remained in custody at the Martinez Detention Center on Wednesday despite being held without posting $2.22 million bail, jail records show.

According to charging documents filed by the Contra Costa County District Attorney’s Office, each charge carries special penalties.

Another person was also injured in the shooting and was treated at a trauma center and survived the shooting.

According to a statement from Richmond police, detectives determined that Marquez and Narvaez-Fernandez knew each other and that the shooting occurred after a fight broke out at a party at a complex in the 3400 block of Richmond Parkway.

Police identified Marquez as the suspect and also the vehicle he was driving. Patchin said Nebraska state troopers found the vehicle in Ogallala, Nebraska, after being alerted by a license plate reader that the vehicle was in the area.

Officers in Nebraska arrested Marquez without incident, authorities said.

Richmond police investigated nine homicides in 2024, one more than in all of 2023. The 2023 total was the lowest in the city’s history since records began in 1971.

Five of these murders have occurred since June 18. In three cases, police are still trying to make arrests.
