The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said in its bulletin at 3 a.m. Monday that “based on all available data, a low pressure area (LPA) was suspected 220 km northeast of Aparri, Cagayan. The southwest monsoon will affect the western part of Luzon.”

The agency forecast that the provinces of Metro Manila, Benguet, Abra, Zambales and Bataan, as well as the regions of Calabarzon, Mimaropa, Ilocos, Cordillera and the rest of Central Luzon, would experience rains that could trigger flash floods or landslides due to the southwest monsoon (Habagat).

“Although today was supposed to be the first day of school, due to the persistent rain caused by inclement weather, we have decided to suspend classes at all levels,” Mayor Lawrence Arca of Maragondon, Cavite, said in a Filipino-based post on his Facebook page Monday morning.

He added: “Let us all be careful and remain alert at all times!”

In the province of Laguna, Biñan City Mayor Arman Dimaguila also canceled the opening of public and private school classes at all levels.

Calamba City Mayor Roseller Rizal also announced the suspension of classes at all levels.

On Monday morning, the local government of Bay, Laguna, also ordered the suspension of classes at all levels in public and private schools due to heavy rains.

President Marcos Jr. had earlier announced that classes would resume on Monday, July 29. However, those affected by the recent floods caused by Typhoon Carina can decide for themselves whether they need more time to recover or not. INQ
