“Completely exonerated”: Texas Education Agency closes investigation against Prosper ISD superintendent

The Texas Education Agency has completed a review of Prosper ISD Superintendent Holly Ferguson that began earlier this year.

The district’s board of trustees discussed the conclusion of the investigation during a meeting on July 22.

“After a thorough review, the Texas Education Agency has fully cleared Dr. Holly Ferguson’s teaching credentials,” said Board Chairman Bill Beavers. “The board reaffirms its full confidence in Dr. Ferguson’s leadership and her unwavering commitment to the students of Prosper ISD.”

What happened

A TEA official said in an email that a notice from TEA’s Division of Educational Investigations regarding Ferguson’s teacher certification was released on April 10.

The note on a teacher’s transcript means that an allegation of misconduct by TEA staff is under investigation, the TEA website states. A transcript with this note remains valid because no formal decision has been made.

“We thank the community for their patience during this process,” Beavers said. “We are grateful for Dr. Ferguson’s continued service and look forward to her continued contributions.”

The TEA’s Investigations Unit collects evidence related to alleged misconduct, including possible violations of state or federal laws, rules and regulations, policies and procedures, and other abuses that may negatively impact a school district or charter school. Investigations focus on gathering sufficient evidence to determine whether specific enforcement actions should be taken against the district or charter school, the TEA’s website states.

The Prosper ISD school board had no oversight of the investigation because it was conducted by the TEA, a state agency.
