Incident report describes police encounter with man who later died

JONESBORO, Ark. – The incident report surrounding the arrest of 21-year-old Brock Austin Tyner, who later died in the Craighead County Jail, has been released by Jonesboro Police.

Police were dispatched to the 1000 block of South Gee Street on a 911 call at 10:59 p.m. Friday, May 3. Officer Joseph Harris wrote in his report that he immediately recognized Tyner from numerous previous encounters.

“As he walked up, (Tyner) waved his arms and began punching the sidewalk,” Harris wrote. “(Tyner) also spoke extremely quickly but incoherently as I watched him.”

Officer Payton Perkins was also on scene and attempted to speak with Tyner. According to the report, Tyner said he needed help and begged the officer to handcuff him. As he was taken to the patrol car, Tyner told officers that he had taken “PCP” and that he would “never do drugs again!”

Authorities transported Tyner directly to the Craighead County Detention Center.

According to the report, Tyner hit his head on the back seat, window and cage during transport. He also kicked the cage, the report said, while screaming “Please help me!” and “I will never do drugs again!”

When officers arrived at the jail with Tyner, they noticed there was a layer of blood covering his mouth. He was also missing several teeth. Officials were unsure if this was the cause of the blood. According to the report, it took three prison guards to arrest Tyner because of his erratic behavior.

Officer Harris wrote that if Tyner had been left there, he would have been a danger to himself or possibly others.
