More than a year after an 11-year-old girl was struck and killed while using a school crosswalk in Fairfield, the Solano County District Attorney’s Office is now filing charges against the woman who is believed to have hit her while driving under the influence.

Fairfield police announced Friday that following the department’s investigation, a warrant was issued for the arrest of 32-year-old Fairfield resident Elena Lindsey McGraw-Ogans, who was arrested May 16 on a charge of gross negligence and it no bail was set.

The warrant stemmed from a March 23, 2023 incident in which Fairfield police officers were called to Grange Middle School after receiving multiple reports that a child had been struck by a car while attempting to walk in the crosswalk to cross the street.

According to officers, McGraw-Ogans, who was identified as the driver of the vehicle, was interviewed by traffic police at the scene of the accident. Based on that interview, evidence from the incident and FPD officers’ investigation, officers said McGraw-Ogans was believed to have been under the influence of alcohol and drugs at the time of the accident.

According to officials, she was then arrested for driving under the influence and child endangerment for driving while impaired while there were minor children in her vehicle at the time of the accident.

“Although McGraw-Ogans has since been released, police continued to work diligently behind the scenes, leading to yesterday’s arrest,” officials said in Friday’s news release.

At the time of publication, McGraw-Ogan’s next court date had not been scheduled.
