Deputy police commander suspended – Khmer Times

The National Gendarmerie Command has suspended a high-ranking officer for a disciplinary offense.

The National Military Police said in a statement that it had decided to request the High Command of the Royal Cambodian Armed Forces to suspend Lieutenant Colonel Bun Soeung, Deputy Commander of the Military Police of Pailin Province, in accordance with Article 41 of Sub-Decree No. 29 of 9 April 2002 on the General Disciplinary Regulations of the Royal Cambodian Armed Forces and the Proposal for the Establishment of Hierarchical Disciplinary Councils. According to Article 46 of the Law on the General Regulations for Soldiers of the Royal Cambodian Armed Forces, the opinion of the Disciplinary Council must be sought before imposing sanctions under the General Regulations.

The suspension follows a dispute between Colonel Bun Soeung, deputy commander of the Pailin Provincial Gendarmerie, and taxi driver Ho Tri Neak, which stemmed from an altercation between the two men.

Following the incident, General Sao Sokha, Commander of the National Gendarmerie, immediately ordered an inspection and called a meeting for June 21, 2024 to discuss the above-mentioned dispute.

After hearing the report of the Legislative and Inspection Office of the National Gendarmerie and discussing the facts, laws and ethics for police officers, the Assembly unanimously decided the following:

1. To request the High Command of the Royal Cambodian Armed Forces for the suspension of the position of Colonel Bun Soeung, Deputy Commander of the Pailin Provincial Gendarmerie, in accordance with Article 41 of Sub-Decree No. 29 of 9 April 2002 on the General Disciplinary Regulations of the Royal Cambodian Armed Forces.

2. To put forward a proposal to establish a hierarchical disciplinary board in accordance with the Law on the General Regulations for Soldiers of the Royal Cambodian Armed Forces, Article 46 states: “The organisation and functioning of the disciplinary board shall be determined by a Prakas of the Ministry of Defence.”
