Despite his confession, the child molester is still at large and runs a medical practice in Chillicothe

CHILLICOT, Ohio – Following the Guardian’s investigation into the numerous allegations against local Chillicothe medical provider Rufus Lowman Jr., questions are growing about the lack of a formal charge despite compelling evidence, including a taped confession.

The Guardian’s investigation uncovered disturbing details, including Lowman’s medical license being suspended for illegally prescribing drugs and allegations of child sexual abuse. Notably, the investigation included an initial police report and an alleged audio confession in which a man, allegedly Lowman, describes sexually abusing a child in great detail. A written testimony from the girl corroborates these allegations, saying the abuse began when she was just 10 years old.

According to the victim’s statement to the Ross County Sheriff’s Office in 2015, Lowman allegedly abused and manipulated her for years, promising her a cell phone if she tolerated the harassment and rape. The victim’s mother issued a separate statement claiming that when confronted, Lowman blamed the young victim and claimed she initiated the sexual encounters.

Despite the wealth of evidence, including the victim’s detailed account and the alleged audio confession, Lowman has not been criminally charged and remains at large. His medical license has been suspended, but he can continue to practice under other conditions. This has raised significant concerns in the community and questions about the handling of the case by local authorities. The Guardian reached out to the Ross County Sheriff’s Office and the District Attorney’s Office for comment, but neither office responded.

The case, which has been under investigation since 2015, fits a disturbing pattern in Ross County, which has seen a significant increase in sexual assault cases. In the past 12 months alone, more than 90 cases of sexual assault or abuse have been reported, with more than 40 of them still under investigation, according to local statistics.

Since the Guardian first broke the story about the allegations against Lowman, police in Florida have also launched an official investigation. The Guardian has learned that the Lee County Sheriff’s Office in Florida has launched an investigation into Lowman over the alleged abuse that took place in its jurisdiction before Lowman and the victim moved to Ohio.

As the public awaits further developments, the overarching question remains: Why have no formal actions been taken against Lowman despite compelling evidence, including a confession consistent with the victim’s testimony?
