Male inmate with a history of violence allegedly raped cellmate in women’s prison

A man with a violent past who only identified as a woman after California law allowed male inmates to be housed in women’s prisons is now accused of raping his cellmate.

Tremaine “Tremayne” Deon Carroll, 51, is a dangerous man. His life of crime began as a teenager in the late 1980s. At the age of 17, he was accused of joining several men who broke into an apartment, kidnapped and raped two women, and then held them for ransom.

Carroll was charged as an adult with three counts of kidnapping for ransom, two counts of robbery and three counts of oral sex with force. Technicalities of the trial led to Carroll pleading guilty to two counts of kidnapping, Reduxx reported. Ultimately, Carroll was sentenced to 25 years to life under California’s Three Strikes Law after he was caught in prison with a wire sword.

Over the years, Carroll has filed a variety of complaints against the criminal justice system and its employees, even claiming to have been sexually abused by a DOC officer. But he has also been reprimanded for violating a number of prison policies, including allegedly filing false reports against a peace officer.

In most of the documents he filed since his prison stay through March 2021, Carroll made no reference to his sexual or gender identity and often referred to himself using the pronouns “he/him,” Reduxx reported, although he admitted in writing that he was “mentally disturbed.”

However, in March 2021, California passed SB-132, the so-called Transgender Respect, Agency, and Dignity Act, sponsored by radical LGBTQ+ Senator Scott Weiner. After SB-132 became law, Carroll suddenly began identifying as transgender and claiming discrimination based on his gender identity. He also falsely claimed he was incarcerated for “non-violent” offenses.

In August 2021, Carroll moved from a men’s prison to the Central California Women’s Facility in Chowchilla, California, about 35 miles northwest of Fresno. Carroll later insisted under oath in a lawsuit filed by the ACLU that he posed no threat to the female prisoners there.

“I know what it feels like to live in fear and carry the burden of abuse from men in the past,” he wrote in an April 2022 affidavit. “But I am not a threat (to women). I firmly believe that everyone here at CCWF would benefit from more structured interaction – opportunities to sit together and talk to each other and recognize that we are all in the same boat.”

Despite his talk of the system and his victimhood, Carroll actually seems to be the violent predator he was for most of his life.

According to a criminal complaint filed in late March, Carroll sexually harassed at least one woman at CCWF on or about January 30, 2024. “CARROLL unlawfully engaged in and committed sexual intercourse with an individual, namely Jane Doe… through force, violence, coercion, threats, and fear of imminent and unlawful bodily harm to said individual. and anotherstates the complaint (emphasis added).

A report by feminist website 4W states that the victim in this case was Carroll’s cellmate and that he attacked her while the two were in the shower. It is unclear who the other victim the complaint might be.

Carroll has since been charged with two counts of rape and witness tampering, Reduxx claimed. It is unclear whether he has yet pleaded guilty. He has since been transferred to Kern Valley State Prison, a men’s only correctional facility.

“I wish I could say that Tremaine abused SB132/TRADA or that it is being exploited in any way, but I can’t,” said Amie Ichikawa, executive director of a Christian organization that supports female current and former prisoners.

“The law is being applied exactly as its author intended: without guardrails and with total disregard for the safety and well-being of women.”
