The former deputy mayor who sexually harassed two women also behaved inappropriately toward three others, according to a report from NBC4 Washington

A former D.C. deputy mayor was found to have sexually harassed two employees, had an MO and behaved inappropriately toward three other women, according to an independent investigative report obtained by News4.

According to the investigation approved by the D.C. Council, John Falcicchio sexually harassed the two women while he was Mayor Muriel Bowser’s chief of staff and deputy mayor. The council received the report on Friday.

The evidence “strongly suggests that Mr. Falcicchio employed a modus operandi” when he attempted to “initiate sexual relations with these subordinates,” the report said. However, there was no evidence of retaliation or hiring preferences by the former deputy mayor.

The report also found that while Bowser’s legal counsel “acted with integrity,” Bowser should have considered “independent investigators from other government agencies or law enforcement agencies in DC.” Bowser did not try to influence investigators, the reports said.

Bowser declined Monday to discuss details of the report.

“I have said all along that we have learned lessons from this incident and how sorry I am that one of our employees was harmed,” she said.

The report has not been released to the public, but Councilwoman Brianne Nadeau will release a redacted, attorney-approved version.

“I hope that we can provide the public with some really important information about the process and what our government could have done differently or better and what we can do in the future to ensure there are no additional problems,” said she .

The report also reveals three other women with whom Falcicchio engaged in various types of inappropriate behavior.

“Unsurprisingly, it provides some additional information about people who were affected by Mr. Falcicchio’s actions, and the best we can say is that he no longer works in this government,” Nadeau said.

The district has reached a settlement with the two employees for nearly $500,000, News4 first reported last week. The report cost D.C. taxpayers about $750,000, bringing the total cost of the Falcicchio claims to date to over $1 million.

Lawyers for the two employees whose allegations led to Falcicchio’s resignation and the investigation issued a statement Monday night saying they were upset that someone leaked the report before their clients could see it.

“It is our understanding that this $749,600 report depicted a pattern of abusive behavior by a powerful man, but somehow failed to substantiate retaliation for refusing his advances,” the statement said. “It is unacceptable that our clients have to endure investigations for more than a year only to have a report leaked without warning.”
