Amber Alert issued: Kansas boy and mother kidnapped by ‘armed and dangerous’ man

Officials in Kansas and Missouri issued AMBER Alerts Wednesday for a missing 2-year-old Kansas boy after he and his mother were kidnapped at gunpoint by an “armed and dangerous” man.

Authorities believe Jaxon Halley was kidnapped by Darryl Livingston Jr., who is considered armed and dangerous. He reportedly told the child’s mother that he was going to kill her and the child. Police believe the child is in immediate danger.

Halley was last seen with his mother at the intersection of Myer and Wyandotte in Kansas City, Missouri. The child was wearing a gray Nike hoodie, blue jeans, and blue patches. He is two feet tall and weighs about 40 pounds. He has black hair and brown eyes.

Halley and his mother were both abducted from Livingston around 1:30 p.m.

The mother managed to escape around 3:30 p.m. According to authorities, Halley is still being held captive by Livingston.

Livingston, 39, was last seen wearing a multi-colored pink, purple and white basketball jersey with black denim shorts. Livingston is 5 feet 8 inches tall and weighs 185 pounds.

Livingston’s vehicle is described as a silver 2016 Kia Forte with Missouri license plate 018JA6. According to KBI, the vehicle may have a temporary Missouri license plate.

What is an Amber Alert?

By 2023, 1,200 children will have been found through the AMBER alert system and 180 children will have been rescued as a result of the emergency alerts.

“Any child listed on an AMBER Alert has been reported missing to law enforcement. The goal of an AMBER Alert is to immediately mobilize the community to help locate and safely recover a missing child,” Alan S. Nanavaty, executive director of special programs at the National Center for Missing & Exploited Children, said in a previous interview with Newsweek.

Nanavaty said that on average, fewer than 200 AMBER alerts are issued each year. The alerts are distributed via radio, television, road signs, cell phones and other data-enabled devices. The AMBER alert system is used in all 50 states, the District of Columbia, Indian Territory, Puerto Rico and the U.S. Virgin Islands.

Newsweek created a map using 2022 data showing which states had the most Amber Alerts in 2022. According to the data, there were 31 Amber Alerts in Texas in 2022.

The search for missing 15-year-old Sebastian Rogers also continues, although the United Cajun Navy, a nonprofit that organizes rescue teams, has canceled its search scheduled for March 29.

Rogers is said to have “a medical condition that may affect his ability to return safely without assistance.” He was described as 5’5″, 120 pounds, glasses-wearing, and with brown hair and brown eyes. Rogers disappeared from the home where he lived with his mother and stepfather on February 26. He was wearing black sweatpants and a black sweatshirt.

The last active Amber Alert was issued on February 20 for 3-year-old Elijah Vue, missing from Two Rivers, Wisconsin. He was last seen hanging out with his mother Katrina Baur’s boyfriend on Mishicot Road in Two Rivers. Vang reported the child missing after waking up from a nap to find him gone.
