Jocelyn Nungaray stripped naked and attacked by illegal migrants: prosecutors

Illegal Venezuelan migrants accused of killing Jocelyn Nungaray in Houston lured the 12-year-old girl under a bridge, where they stripped her naked to the waist and assaulted her for two hours, according to new court documents.

Franklin Jose Pena Ramos, 26, and Johan Jose Rangel Martinez, 21, allegedly tied Jocelyn’s hands behind her back during the brutal attack, then strangled her and dumped her body in a bayou, a report learned Monday Harris County Court.

His feet were also bound and his back was covered in cuts, the court heard, according to KPRC.

Pena Ramos also allegedly demanded money from his employer at a construction site so he could leave town after the killing, prosecutors said, according to Fox 26 Houston.

Both men are charged with capital murder for Jocelyn’s death. Although the current charges do not carry the death penalty, Harris County District Attorney Kim Ogg said prosecutors have not ruled out pursuing the case.

Ramos appeared at Monday’s hearing, where the judge ruled he was a flight risk and set his bail at $10 million, double what prosecutors had asked for and ten times the amount requested by defense.

“Our immigration system is broken and if ever there was a case that reflects that, it’s this one,” DA Ogg said at a news conference after the hearing.

Pena Ramos crossed the southern border illegally at El Paso, Texas, on May 28, the Post first reported last week, telling agents he was going to live with his cousin in Houston.

He was fitted with an ankle monitor which was supposed to track his location for 21 days – which he turned off two days after Jocelyn’s body was discovered.

Rangel Martinez entered the country in El Paso on March 14 and was also given an ankle monitor, but he had it removed in May after it was determined he had no known criminal history.

The two suspects were seen on surveillance footage entering a 7/11 with Jocelyn the night of her murder, then walking down to the bridge where her body was later found half-naked and strangled to death.

Jocelyn’s family said she snuck out of her home the night she disappeared and at some point encountered the suspects.

Her mother, Alexis Nungaray, spoke to DA Ogg on Monday, saying her daughter had incredible opportunities in her future that her killers took away from her.

“She was incredible, I still see her face in the back of my head every day, all day. I continue to receive little signs about him as the days go by and it has been a very, very difficult time for me and my family,” Nungaray said.

“She had such a bright future ahead of her and I knew she would go far and these monsters took that opportunity away from her and our family.”
