Frankford DUI Arrest | News

FRANKFORDDelaware – Delaware State Police have arrested 51-year-old Thomas Milligan of Frankford on drunken driving and related charges following a crash that injured two men in Frankford last night.

According to police, on May 11, 2024, at approximately 8:47 p.m., a Subaru Outback was traveling north on Dupont Boulevard in the left lane south of Frankford Avenue. At the same time, a Mazda Protégé backed out of a private driveway in the 34000 block of Dupont Boulevard. This caused the front of the Subaru to hit the back of the Mazda. According to police, the Subaru left the scene after the accident but was found unoccupied a short time later. Officers searched the area and located the driver, identified as Thomas Milligan. When officers spoke with Milligan, he showed signs of impairment and was arrested. Milligan was not injured in the accident.

The occupant of the Mazda, a 19-year-old man from Frankford, was taken to an area hospital for minor injuries and released. A 30-year-old Frankford man was taken to an area hospital with serious injuries.

According to police, Milligan was arrested and transported to Troop 4, where he was charged with the crimes listed below, arraigned in Justice of the Peace Court 7, and remanded to the Sussex Correctional Institution on $4,850 bail.

  • 4th Offense DUI (Felony)
  • Leaving the scene of an accident resulting in injury
  • Failure to report a collision resulting in injury
  • Failure to provide information at the scene of the accident
  • Lack of insurance certificate
  • No registration card in possession

Northbound Dupont Boulevard was closed for approximately three hours while the scene was investigated and cleared.
