Man arrested in connection with May 2023 double murder in Hampton

HAMPTON, Va. (WAVY) – A man was arrested in connection with a Double murder of May 15, 2023.

Police said that on May 15, 2023, at approximately 1:02 a.m., officers were dispatched to the 400 block of Allegheny Road for reports of a shooting.

When officers arrived at the scene, they found 42-year-old Benita J. Mozelle and 26-year-old Troy L. James in the street. Mozelle and James were pronounced dead at the scene.

Hampton Police, with assistance from the U.S. Marshals Service, arrested 35-year-old Phillip Lee Morris in connection with the double murder.

Morris is charged with two counts of first-degree murder, two counts of first-degree assault, robbery resulting in death, four counts of use of a firearm in the commission of a serious felony and discharging a firearm within 1,000 feet of a school.
