Spring Branch ISD board president representing one of two men charged

FOX 26 Houston has learned that Spring Branch ISD Board President Lisa Andrews is now representing one of two men accused in the death of 12-year-old Jocelyn Nungaray.

This is after Houston radio talk show host Michael Berry posted about X.

Court documents filed Monday show Andrews represents Franklin Pena Ramos, who is charged with capital murder in Jocelyn’s death.

Pena appeared before a judge Monday morning and the judge set his bail at $10 million, citing him as a flight risk. The state had asked for $5 million bail while the defense asked for $1 million.

The state presented evidence indicating the suspect, who works in construction, asked his boss for money to leave town after the incident.

Pena Ramos, a 26-year-old Venezuelan national, was previously denied bail, as was his co-defendant Johan Martinez, 21.

Court documents shed light on disturbing details of the case, revealing that the suspects allegedly lured Jocelyn under a bridge, spending more than two hours with her before her tragic death. It was reported that they then dumped his body in a bayou.

Prior to these events, Pena Ramos was arrested by Border Patrol agents in El Paso on May 28 and Martinez was apprehended on March 14, both of whom were released shortly thereafter.

Harris County District Attorney Kim Ogg said Monday, “Our immigration system is broken and if there was ever a case that reflects that, it’s this one.”

Ogg said the two men could face the death penalty if the investigation uncovers evidence of sexual assault or kidnapping.
