Roseburg police reported a woman in a littering incident on Monday.

According to an RPD report, at 3:20 p.m., the 42-year-old was under the south side of the bridge in the 200 block of Southeast Fowler Street, where she had constructed a wall of wood to block off the entire west side underneath the bridge. The woman slept on a mattress surrounded by trash, wood debris, bicycle parts and her possessions, which covered an area measuring approximately 12 by 25 feet.

One official estimated there were about four truckloads of debris under the bridge, making for a challenging cleanup. This area was cleaned by officers and a work crew just a few weeks ago. The camp was larger than the allowable area of 10 feet by 10 feet required by the Time, Place and Conduct Ordinance. It was located approximately 15 feet from the bank of Deer Creek, a violation of the “location” portion of the ordinance. The camp was not dismantled by 8:00 a.m., which was a violation of the “time” portion of the ordinance.

The woman was reported for dumping trash within 100 meters of a waterway and forbidding camping. She was released after the citations were issued.
