Riker’s Island inmate must choose between ice pick and sexual assault

A Riker’s Island inmate has been charged with sexually assaulting a transgender inmate after threatening her with an improvised ice pick two years ago, the Bronx District Attorney’s Office announced Friday.

Kelvin Williams, 34, was arraigned on Tuesday, June 18. He is charged with sexual assault, first-degree sexual conduct, first-degree sexual abuse, sexual assault, fourth-degree criminal possession of a weapon, third-degree assault, and various other sex-related offenses.

According to prosecutors, investigators obtained surveillance footage from inside the Anna M. Kross Center detention facility showing Williams pacing outside the victim’s cell on May 12, 2022, before threatening her with the improvised ice pick.

Williams gave his victim a choice – either to be stabbed with the ice pick or to submit sexually to him – before forcing the other inmate to perform oral and anal sex, prosecutors said.

“This defendant gave the victim an insane choice – to be stabbed or sexually assaulted,” said District Attorney Darcel D. Clark.

Williams was remanded in custody by Bronx Supreme Court Judge Brenda Rivera and is due back in court on September 17.

According to police, Williams was also charged with second-degree rape and second-degree incest in connection with the Riker’s Island sexual assault. The incident involved a minor relative at Frederick Douglass Boulevard and the corner of W. 154th Street in Harlem on December 5, 2023.

He was previously charged with robbing and sexually assaulting a woman in Brooklyn on April 28, 2021, police said.
